The Structural Funds 2007-2013:
a push for social housing

 

  In this section, you will find :
- the  new ERDF rule on energy efficiency in housing and related information
- a guide on the use of Structural Funds in the field of housing

NEW RULE FOR ERDF INTERVENTIONS IN HOUSING in ALL EU27 MEMBERS STATES:

new article 7 ERDF regulation

« In each Member State, expenditure on energy efficiency improvements and on the use of renewable energy in existing housing shall be eligible up to an amount of 4% of the total ERDF allocation.

Member States shall define categories of eligible housing in national rules [...] in order to support social cohesion. »

Implications:

•          Eligible expenditure for all Member States
•          Operations only in existing housing;
•          Improvement of energy efficiency and greater use of renewable energy
•          Available amount up to 4% of total ERDF allocation per Member State
•          Definition by the Member States of housing categories and selection criteria in order to support social cohesion
•          No eligibility pre-conditions defined by the European Commission
•          No retro activeness of the proposal

In the EU-12:
- 4% rule adds to the 2% rule of the current regulation
-Operations already started will not be affected

in all EU-27
- modification of Operational Programmes is not necessary
- expenditure will be taken into account in the earmarking for Lisbon Strategy

PROJECTS using ERDF in the field of housing

FORMER REGULATION  (For new Member States) ATTENTION: the situation will basically NOT change for the new Member States (but they will be allowed to spend more on energy efficiency and renewable since the 4% rule applies also for them)

Housing is eligible to the ERDF in the EU 12 ("New" Member States). It means that the following activities can be co-financed by the EU : 

(a) renovation of the common parts of multi-family residential buildings, asfollows:

(i) refurbishment of the following main structural parts of the building: roof,
façade, windows and doors on the façade, staircase, inside and outside corridors,
entrances and their exteriors, elevator;
(ii) technical installations of the building;


(b) delivery of modern social housing of good quality through renovation and
change of use of existing buildings owned by public authorities or non-profit
operators.

For all Member States, it is possible to use European Social Funds (ESF) for training and capacity-building in the field of housing.

Specific attention should be given to the opportunities in the field of territorial (mainly interregional) cooperation, where housing is mentioned among the fields covered by the programmes (see below)
