”Housing Europe 2007: Review of social, co-operative and public housing in the 27 EU Member states” (October 2007)

he cover2The CECODHAS European Social Housing Observatory has carried out the first-ever account of the social, co-operative and pubic housing sector in the 27 EU member states. The report presents an overview of the main trends and issues facing the social, co-operative and public housing sectors across EU Member states. It also contains country profiles and key data on the sector in each EU Member state.  The study draws on data provided by the network of CECODHAS correspondents as well as on external national experts. The report was launched at the European conference “Tendencies in Social Housing Policies: Stepping forward in the 21st Century” co-organised by the Portuguese EU Presidency and CECODHAS in Lisbon on the 17th of October 2007.  The need for such a study arose from the acknowledgment of a lack of systematic and comprehensive monitoring of social housing at a European level and hence of the vacuum of reliable and up-to-date data on the sector. This effort responds not just to the interest of a variety of societal, political and academic actors in accessing such information and analysis, but in particular to the identification of the key issues and challenges for policy and practice in the field social housing across the European Union.

Report “Managing social rental housing in the European Union: experiences and innovative approaches” (November 2007)

The report was jointly produced by the CECODHAS European Social Housing Observatory and by the Finnish member organization of CECODHAS –VVO. The report’s aim was to identify key developments in management strategies that social housing organizations across the EU are putting in place to respond to the rapidly changing social, political and economic context. The research comprised a survey conducted amongst over 40 social housing organizations and an in-depth study of 6 selected organizations involving interviews and field visits to social housing projects. By focusing on a small group of organizations that can be considered pioneers in developing innovative approaches to customer relations, property management and maintenance and the development of new services responding to a rapidly changing context, this practice-oriented study provides valuable lessons and examples for social housing organizations throughout Europe.

Report on ''Social housing and integration of immigrants in the EU: Tools for social housing providers''

 The report was produced by the CECODHAS European Social Housing Observatory in response to the gap in knowledge and analysis on the links between social housing and integration of immigrants, particularly from a policy and practice perspective. The report addresses the key conceptual and policy debates in the field and presents an overview of the links between housing and integration policies. It concludes by proposing a number of guiding principles to select best practices in the field.

Report on the CECODHAS census 2005

(July 2006)

Realising the need for reliable and up-to-date data to describe the social housing sector across the EU, the European Social Housing Observatory has launched a series of bi-annual surveys to be conducted amongst social housing providers represented at CECODHAS. The report of the first survey (carried out at the end of 2005) is now available upon request. European Social Housing Observatory publishes report "Social Housing in the EU 2005: Key statistics and housing policies"

UNECE Guidelines on Social Housing
(September 2005)

The guidelines have been designed to enable policymakers to assess the various policy options that are currently available for the provision of social housing. Amongst the authors of the different chapters of these guidelines are a number of experts linked to CECODHAS member organisations as well as the CECODHAS European Social Housing Observatory. Report “Social Housing in the EU: Time for legal certainty for local authorities, social housing providers and millions of European households”
(March 2005)


The report, which was presented to the European Commission, outlines the key findings of the survey "Social housing and services of General Economic Interest in the EU" conducted by the European Social Housing Observatory amongst CECODHAS members in January 2005.
