Second Colloquium on "The Future of social housing in EU": "Welfare transformation and demographic change in Europe: Challenges for the social housing sector"
This is the second of a series of three colloquia which stretches over an initial three-year period (2006-2008). The core aim of the series is to bring academics and practitioners together to reflect on the key challenges for social housing provision in Europe over the coming years. ), this second colloquium looks at the current confluence of processes of welfare transformation and demographic change and reflects on the role of housing provision in coping with changing demands in a context of decreasing role of the state, changing family patterns and failing markets. Keynote speakers include Prof. Peter Malpass (University of the West of England, Bristol), Dr. Sasha Tsenkova (University of Calgary) and Prof. Jesús Leal (Universidad Complutense de Madrid). Social housing practitioners discussed the academic presentations and an open debate with the public followed.

Seminar on social housing and integration of immigrants in the European Union: Tools for social housing providers
Social housing organisations accommodate large numbers of immigrants and ethnic minority groups in most European countries. For this reason they are at the frontline in the implementation of integration policies and programmes. Through its sub-group on integration of immigrants, CECODHAS has identified the need to understand the main problems facing tenants and social housing providers in the effort to contribute to better integration. This seminar is an initiative of this sub working group, which aims to contribute to this goal by bringing together practitioners, policy-makers and researchers to reflect on best practices in the field of integration and social housing.

Observatory News: Observatory presents Report on Social Housing and Integration of Immigrants
The report “Social Housing and integration of immigrants in the European Union: Tools for social housing providers” is to be presented by the European Social Housing Observatory to the CECODHAS sub-group on integration of immigrants.
Social housing organisations accommodate large numbers of immigrants and ethnic minority groups in most European countries. For this reason they are at the frontline in the implementation of integration policies and programmes.
Through its sub-group on integration of immigrants, CECODHAS working group on Social Policies has identified the need to understand the main problems facing tenants and social housing providers in the effort to contribute to greater integration. Within this remit, the European Social Housing Observatory is contributing to the work of this sub-group with this report. The report aims to provide the sub-group with the conceptual and
methodological tools to understand the main debates and policy frameworks that determine the integration of immigrants and ethnic minorities across Europe. Ultimately, it the report proposes a set of recommendations for the sub-group to select good practices in the field.

First of series of colloquia on “the future of social housing in the EU” organised by the CECODHAS European Social Housing Observatory successfully launched.
The colloquium “Current developments in housing policies and housing markets in Europe: implications for the social housing sector” organised by the CECODHAS European Social Housing Observatory took place in Brussels on September 13th 2006. It set the start for a series of colloquia stretching over an initial three-year period which mark the public launch of the CECODHAS Observatory as a platform for reflection and exchange between academics and practitioners working in the field of social housing in Europe. Each colloquium will focus on a different dimension of the topic: economic, social and urban.
For the organisation of this first colloquium the CECODHAS Observatory teamed-up with the EC-funded research project “Origins of Security and Insecurity (OSIS): the interplay of housing systems with jobs, household structures, finance and social security.” The colloquium was supported by the European and Social Commission for Europe (ECOSOC).
This first colloquium addressed the economic dimension of the future of social housing in the EU, and was structured around two main themes, namely: 1) Home-ownership trends and social housing in Europe; and 2) Privatization of social housing in Europe. Both topics were addressed by high-level keynote speakers who have conducted extensive comparative European research in the field. Practitioners drawn from amongst CECODHAS members and academics from a range of countries commented on these presentations and triggered an interesting discussion.

CECODHAS European Social Housing Observatory joins team of co-ordinators of the ENHR Working Group on "Institutional and Organisational Change in Social Housing"
The objective of the working group is to explore and develop concepts for analysing institutional and organisational change in housing provision in Europe, with a particular focus on social/public housing provision. At the latest workshop of this working group held at the ENHR conference in Reykjavik between the 29th of June and the 2nd of July, participants discussed potential research collaborations, including publications and comparative studies in the field. Darinka Czischke, co-ordinator of CECODHAS Observatory, presented a paper on CECODHAS' response to the changing role and policy context of social housing and was invited to co-organise next year's ENHR working group session to be held in the autumn in Ljubljana.

CECODHAS Social Housing Observatory joins Council of Europe Group of Specialists on Housing Policies for Social Cohesion.
The Group of Specialists was set up in 2004 to work on how to improve access to housing for vulnerable groups, in particular on increasing the supply of decent and affordable housing, facilitating access to housing finance for vulnerable groups and making effective use of housing allowances. The group has been instructed to draw up a report on the best practices in this field in Europe, considering in particular how such policies facilitate access to housing for the most vulnerable groups and strengthen social cohesion. It will also develop policy guidelines on promoting access to housing through sound public policies in this field, with a view to preparing a recommendation. The group’s membership includes housing specialists designated by each Member State as well as representatives of NGO’s with wide experience in housing issues and observers from other European institutions. Darinka Czischke, co-ordinator of CECODHAS Observatory, joined the work of the group at their second meeting, held in Strasbourg (France) on the 12th and 13th of May. The group will continue to work until summer 2006 and will hold its next meeting on the 3rd and 4th of November 2005 in Budapest, Hungary.
CECODHAS Social Housing Observatory takes part at RESTATE Conference in Ljubljana, Slovenia.
From 19 – 21 May, the final results of the RESTATE project (Restructuring large-scale housing estates in Europe) were presented and discussed at this conference, which gathered over 200 housing and urban researchers and policy-makers from all over Europe. The conference was structured around workshops on topics such as management and maintenance, public spaces, ethnic minorities, governance, knowledge management, etc. where participants had the opportunity to discuss the results of the case studies of the project. In addition, the conference included a study visit to the Nova Fuzine estate in Ljubljana and an exhibition featuring various programmes and initiatives related to restructuring of large housing estates in European cities. In his keynote speech, Dr. Ivan Tosics, one of the principal researchers of the project, said that “the problem of large housing estates is not at all only a housing problem: the deterioration of the estates leads to serious economic, employment, social, ethnic, and environmental problems. The establishment of a complex, local governance approach to the improvement of large housing estates (…) needs structured advices and knowledge transfer, especially towards new member states of the EU, where the largest housing estates exist.” Dr. Tosics emphasized the key role that the EU institutions could play in contributing to this much needed transfer of knowledge and policies.

CECODHAS Social Housing Observatory joins CECODHAS-Portugal members in field visit to Amsterdam hosted by AEDES.
The visit took place on the 28th and 29th of April and allowed the Portuguese delegation as well as Darinka Czischke, Co-ordinator of CECODHAS Observatory, to learn in detail about the Dutch social housing system. The group first visited the AEDES office in Hilversum, where it was given a thorough introduction to the history and current trends of Dutch social housing. After that, they went on to visit housing projects managed by social housing associations in different areas of Amsterdam, such as Dudok Wonen in Hilversum (which included newly built houses and a neighbourhood regeneration project), housing estates in Amsterdam Old-West and a foyer for both students and mentally challenged people. The group also visited a former post office now transformed into a social housing museum, where they had the opportunity to learn about the renowned Amsterdam school architecture. Lastly, a visit to the now “trendy” East docklands area showed how social housing projects co-exist with new market housing. CECODHAS takes part in Stakeholder Forum on the EU Sustainable Development Strategy.
The European Economic and Social Committee hosted a Stakeholder Forum on Sustainable Development in the EU on April 14th and 15th in co-operation with the European Commission. The main objective of the Forum was to make a major input to preparations for the review of the EU Sustainable Development Strategy this year. During the Forum representatives from a wide range of stakeholder organisations had the opportunity to discuss and comment on the way the EU Strategy on Sustainable Development agreed at the Spring Summit in Gothenburg in 2001 has developed, as well as to examine ways and means to ensure a more effective implementation of this Strategy and to look at the linkages with the Lisbon Strategy.
CECODHAS was represented at the event by Darinka Czischke (co-ordinator of the European Social Housing Observatory) and Rachel Tetlow (stagiaire), both of whom actively contributed to the development of the forum through their participation in three of the workshops, namely: “The role of research in support of the Sustainable Development Strategy”; “Sustainable Homes” and “How to communicate sustainable development”.
