In the suburban districts of the largest urban areas the presence of crime matches with other aspects of social discomfort (drug, immigration, lack of meeting points,drop out, etc) that should necessarily be considered togheter in the elaboration of policies and interventions of prevention. Actually, the organisation of competences among the local subjects causes the sectoriality of the most part of the prevention projects that are not able to impress on the whole of the problems that causes social discomfort .

The Dwell-On project aims to construct a shared recording model, for use in any European context, so as to be able to carry out a diagnosis of a district or zone considered to be at risk of crime. This should make it possible to pinpoint the problematic elements and cause resources and opportunities to emerge in terms of services, projects and economic resources.  Minimum district safety requirements by the end of the investigative phase will be defined.

Case studies and local workshops in 4 districts of 4 European cities - Rotterdam, Rome, Budapest, Aulnay (Parisian suburb) -  are the basis of the project.
