EUROPEAN SOCIAL HOUSING OBSERVATORY

The Observatory is a research and knowledge engine for CECODHAS policy work. Its main aim is to identify and analyse key trends and research needs in the field of housing and social housing at European level. Its role is to support CECODHAS policy work by providing it with strategic and evidence-based analysis of key data and studies carried out in the field.

Housing is not a competence of the EU, which means that compiling data on this sector is not a priority for decision makers at EU level. As a result, many EU policies which affect housing do not take the reality on the ground into account. Although there is already a rich pool of data on housing and housing policy trends, there is a lack of co-ordination between the different sources. CECODHAS has taken a step to close this gap between data and policy making by establishing a Social Housing Observatory in November 2004.

The Observatory’s main objectives are to:
  • Identify trends in the social housing and related sectors.
  • Carry out research in key areas related to social housing.
  • Develop strategic thinking on the current trends and future role of social housing in Europe.
  • Document and analyse pioneering experiences and policies. 
  • Participate in housing and housing-related research networks, task forces and groups of specialists (ENHR, UNECE, Council of Europe, etc.)

Charged with this mission, the Observatory is an important tool for researchers, policy-makers and practitioners in social housing and related fields.

Darinka Czischke

Darinka Czischke is a sociologist and urban planner. She holds an MSc in Regional and Urban Planning (Distinction) from the London School of Economics and Political Science.  Since November 2004 Darinka has been in charge of establishing and developing the European Social Housing Observatory at CECODHAS.  In this capacity she has carried out a number of studies on social housing policies and actors in EU member states; interactions between EU regulations and housing; the role of social housing for social cohesion and for the integration of immigrants; and management of social housing undertakings in EU countries.  Darinka is a joint co-ordinator of the ENHR working group on Institutional and Organisational Change in Social Housing in Europe and participates as expert in a variety of European networks and institutions, such as the Council of Europe, UNECE, etc.  Prior to coming to work at the CECODHAS Observatory, Darinka worked on policy-oriented research and project management in the urban, social and environmental fields for a number of institutions, including: the LSE Cities Programme; the ESRC Research Centre for Analysis of Social Exclusion (CASE); the Greater London Authority (GLE); the Environmental Planning and Research Centre (CIPMA) in Santiago, Chile; and the Institute of Sociology at the Universidad Catolica de Chile. Darinka is fluent in Spanish, English, German and French.

Alice Pittini

esponsible for the Observatory “virtual resources center”

Alice Pittini graduated in Political Sciences and Development Policies from the University of Bologna (Italy). As part of her degree, Alice studied one year at Manchester University (UK). Alice started working at CECODHAS in October 2006. In 2007 she worked as research assistant in the first-ever research project aimed at describing the social housing sector in the 27 EU-Member States. As a result, she is co-author with Darinka Czischke of the report “Housing Europe 2007; Review of Social, Public and Co-operative Housing in the 27 EU Member States”. In addition, she carried out the background research for the book “social housing in EU, when general interest is meeting EU interest” written by Laurent Ghekière. Prior to coming to work at CECODHAS, Alice worked for a year on a development project in Johannesburg, South Africa. She speaks Italian, English and French and has a working knowledge of Spanish.
