Leading organization for social housing in Burgundy, the OPAC de Saône-et-Loire works as land developer, builder, and property manager. OPAC de Saône-et-Loire is leading partner in the renovation of Les Aubépins district, and it’s looking for French and European partners interested in the project.
Project site: Les Aubépins district, in the heart of the urban fabric of the City of Chalon sur Saône, is composed of approximately 1,400 dwellings built in the 50’s, and it is currently in need of renovation. The district is characterised by architecture of the Post-War Modern Movement, and it is designed as a “garden city” with high level of technological innovations (underfloor heating, rubbish chute), which makes it an internationally-recognized site. Renovation of the district and its buildings must then respect the specific architectural and landscape characteristics of the area.
Aim of the project: making this district more attractive while continuing to accommodate low-income populations, to restore the image of a social housing district, and to reduce substantially charges paid by the OPAC tenants.
How: by creating an ecological and socially-mixed district, integrating existing social housing with dwellings for home-ownership and service premises.
To create an energetically independent district pioneer in urban quality and use of renewable resources, all the needs of different stakeholders must be met. This will be done by combining actions on the building itself (insulation, water proofing work, etc), actions on renewable energy production (photovoltaic energy, wind energy, geothermics, etc) and actions with residents to change their attitude and behaviour.
Potential partners: OPAC de Saône-et-Loire wishes to involve in the project the territorial communities concerned, in partnership with private companies, energy providers and other French as well as European companies. A registration to the “Concerto” European project could be considered by mutual consent between the different partners.
