The Report, released by Yazid Sabeg, French Commissioner in charge of diversity and equal opportunities on 7 May 2009, contains 76 measures concerning youth access to work, promoting diversity, and urban policy.

Some interesting proposals are among these measures:
→  Measuring diversity : incentive given to the “Conseil d’Etat” to give its legal position about data bases on diversity and how to determine the criteria. Theses data bases would be based on anonymous surveys. From June 2009, measurement experimentations will be carried out.
→ Setting up of a Gender, diversity and equal opportunities Observatory in charge of a diversity label
→ Anonymous CV : launching of a vast CV anonymous experiment from June 2009 in 150 Companies.
→ Promoting good practices : proposal for setting up inter-enterprises foundations for the companies which have already signed the Diversity Charter.
→ Social Report (“Bilan social”) : writing down of all actions promoting diversity in the social report of companies.
→ Collective bargaining : encouraging negotiation on diversity. A new national inter-professional agreement (“Accord national interprofessionnel”) on diversity could be concluded before the end of 2009 fixing diagnosis conditions and ruled objectives, sanctions/penalties; incentives
→ Civil service : Access to “Grandes Ecoles” of civil service (ENA, Polytechnique) will be reformed with integrated preparatory schools. Diversity label to be opened to civil service and possibility for local authorities to systematically imposed diversity requirements in the awarding conditions of public procurements.
→  Halde : improving (by law) access conditions to the Halde services, instruction and communication to the judge of jurisdiction seizures.
