Feasibility of binding energy savings targets in the EU Print E-mail
The recently released study ‘The feasibility of binding energy savings targets in the EU’ was carried out by Ecofys and Fraunhofer ISI. The study was commissioned by the European Climate Foundation (ECF) and the Regulatory Assistance Project (RAP).

Facts and figures from the study:
The EU has sufficient energy savings potential to realise its 20% energy savings target in 2020.
85% of this potential consists of measures that are cost-effective. Here, costs were assessed against low discount rates (4-8%) and taking a lifecycle investment perspective.
It is estimated that in 2020 a gap of around 208 Mtoe will remain towards the EU target of achieving 20% energy savings.
Tapping this potential requires a factor 3 increased policy impact compared to policies adopted since the 2006 EEAP. It would lower EU energy bills with 78 billion Euros annually in 20201 and save 560 Mt2 of CO2.
