France: 'Etats generaux du logement' mark an historical step for the housing sector |

Organised by all actors involved in housing, for a total of thirty organisations including Union Sociale pour l'Habitat and its member federations, a stakeholders’ convention on housing was held for the first time in France on the 4th of May. It represented a completely new partnership approach, of an unprecedented scale. The aim is to consolidate housing policy in depth, as to better meet the urgent needs of residents.
1300 people attended the event on the 4th of May and contributed to the success of this day. Proponents of the 'Etats Generaux' have submitted to the Government and Parliament, but also to all citizens, 15 proposals setting the basis to rethink current policies and schemes, and to build together the architecture of a new policy that is both ambitious and realistic.
These 15 new proposals, which were discussed with the Minister Benoist Apparu, are grouped under three main headings:
· National and local governance of housing policies and their financing ("responsibility pact"): what role for the different actors, including state and local governments?
· The challenge of housing offer: how to build more and better?
· Assistance to households: how to facilitate and secure access to housing and sustainable living?
